Pennsylvania State Police Thursday identified the man shot and killed by police during an arrest warrant as Roger Wayne Ellis, 54, of Carlisle.
Police said Ellis had an active warrant for his arrest for fleeing and eluding police, as well as multiple other warrants.
On Jan. 14, Camp Hill Police said they attempted to stop Ellis after he was identified driving a vehicle with a DUI-suspended driver's license. Police said Ellis fled from police officers attempting to stop him and committed numerous traffic offenses in the process. Ellis’ criminal history shows he had been arrested on drunken driving charges in Cumberland County in 2008 and 2011 and Adams County also in 2011.
Camp Hill Police, along with North Middleton Township Police and Newville Borough Police went to the first block of Brittney Drive in North Middleton Township at about 3:30 p.m. Wednesday to serve the warrant. Responding officers verified Ellis was inside and obtained consent from the homeowner to enter the residence, according to police.

State police said their preliminary investigation of the shooting shows the officers announced and identified themselves while attempting to get Ellis to come out of the residence. He refused commands to exit the home and police got consent from the homeowner to enter the home.
State police said that at some point during the ensuing confrontation, while one of the North Middleton officers was inside the trailer, Ellis shot at him with a handgun, striking the officer in his bullet-proof vest.
State police said officers retreated from the home and established a perimeter. Ellis exited the residence and came toward the same officer he had just shot, still armed with a handgun, according to police. The officer then shot Ellis, according to police.
Police said Ellis was taken into custody as officers rendered aid, but he succumbed to his injuries at the scene.
State police said the North Middleton officer who was shot, who has not been identified, was treated at the hospital for his injuries and released.
The State Police Major Case Team continues to investigate the shooting case.
