For the first time since 2013, Carlisle Borough will be conducting its own testing for potential new recruits to the borough’s police department.
The testing will be held on Sunday, Oct. 20 at 8 a.m., beginning with the physical fitness test, which is followed by a written test.
Potential officers must be United States citizens who are at least 21 at the time of testing, have a valid driver’s license and a clean criminal record. They must also have a high school diploma or equivalent.
Applications and a $50 testing fee must be submitted to the police department by Oct. 7.
Carlisle Borough Council agreed to setting the fee at its Aug. 8 meeting.
Borough Manager Susan Armstrong told the council at the time that she and Chief Taro Landis had been working on a plan that would bring the testing “back in house” while also remaining part of the Cumberland County Police Testing Consortium. The consortium is a joint effort of county police agencies to offer a single test that will place a candidate into consideration for police officer positions in multiple agencies.
“We’re thinking about a two-year pilot just to see how it goes,” she said of the “in house” testing.
There are currently several openings in the department because of vacancies and the borough council’s decision last fall to restore two previously eliminated officer positions, Landis said.
Landis is hoping to encourage people living in Carlisle to serve the town as police officers.

“We want the community to know that we’re asking them to help us help them,” he said. “We’re looking for people from the community to join our ranks.”
Councilwoman Robin Guido said in-house testing is expected to help with recruiting.
“We think we’ll be able to reach out to a different group of potential candidates, maybe a broader scope by doing it ourselves. We’re excited to try,” she said.
Police Sgt. David Miller also hopes it will bring in new recruits.
“I’m becoming an old guy,” Miller said. “When I leave here someday, I would like to see officers that are coming in that are going to serve this community the way it should (be served).”
Candidates need not have already completed Act 120/Police Academy training to be considered as a borough police officer. If the borough decides to hire a candidate and that candidate has not completed the training, the borough will pay the person while they attend Police Academy, Landis said.
